ProgramsPlan A: Local 1598s Summer Youth Employment Program

As the construction industry prepares for the large-scale retirement of the baby boom generation, the skilled trades labour shortage looms as a major challenge. To meet this need, the UBC is working with union contractor partners to attract youth to the trades and proactively grow the workforce through programs like Victoria Local 1598’s Plan A Summer Youth Employment Program.

Running since 2019, the program connects high school students with union contractor partners. Students benefit from job-site experience, high school credits, and eligibility for tuition grants that support their entry into apprenticeship programs. For contractors, Plan A builds the groundwork for workforce development, by attracting youth to skilled trades careers while creating opportunities to mentor and evaluate promising talent.

“Plan A has been a great program for Farmer Construction,” says Heath Avery, VP and General Superintendent of Farmer Construction – the program’s largest supporter. “It gives youth real exposure to construction, helps spark interest in long-term careers, and strengthens our ties to the community. We see it as an important investment in the future of our industry.”

As the industry faces labour market shortages, the UBC and its contractor partners are building for the future through forward-thinking programs like Plan A.
